Costs and funding

Are charter schools free?

Yes. A public charter school cannot charge tuition, in any state. If a school is asking you for tuition, it is a private school — no matter what the sign says.

Why “tuition-free charter school” is a tautology

Thousands of families search that exact phrase every month, which tells you how effectively the word “charter” is misunderstood. A charter school is a public school that runs under a contract instead of under direct district management — see what is a charter school. Being public is precisely what makes it free.

Schools advertise themselves as “tuition-free” because the alternative — being mistaken for a private academy — costs them applicants. It is marketing aimed at a misunderstanding, not a special offer.

What families still pay for

Free tuition is not free of costs. Expect the same incidental list as any public school:

  • Uniforms. More charter schools require them than district schools do, and a strict uniform policy can mean a real outlay in August.
  • Trips, clubs and sports. Optional, chargeable, and sometimes central to the school’s identity.
  • Supplies. A supply list is normal; a supply list that reads like a shopping trip for the classroom is worth questioning.
  • Before- and after-school care. Frequently run by a third party at commercial rates.
  • The commute. The cost nobody budgets for. See below.

Any of these must be waivable for families who cannot pay. A school that makes a fee a condition of attending is not following the rules that come with public funding.

Meals

Charter schools participate in the federal school meal programmes like any public school. Across the 6,131 schools in this directory that report it, the median school has 71% of students eligible for free or reduced-price meals — a reminder that charter schools disproportionately serve low-income neighbourhoods.

Many run the Community Eligibility Provision, under which every student eats free with no application at all. Each school profile on this site shows which meal programme the school reported, so you can check before you ask.

Transport is the real cost

A district school comes with a bus route. A charter school often does not, because its students come from across a city rather than from six streets. Two round trips a day, five days a week, for 180 school days, is a commitment of time and fuel that can dwarf every other line on this page.

Ask three questions before accepting a place: is there a bus, is there a shuttle from a pick-up point, and what happens if a child is ill at 11am and you are at work. The answers decide more enrolments than curriculum does.

If a school asks for money at admission

Two things are not allowed: charging tuition, and making a donation a condition of a place. A request for a “suggested family contribution” alongside an offer letter should be met with a simple question — is this required? Put it in writing, and ask the school’s authorizer if the answer is unclear. The authorizer holds the contract and takes this seriously.

Frequently asked questions

Are charter schools free?

Yes. A public charter school cannot charge tuition. It is funded with public money on the same principle as a district school, and no family pays for a place.

Is there a catch to a "tuition-free" charter school?

No, and the phrase is redundant: every public charter school is tuition-free. Treat any school asking for tuition as a private school, whatever it calls itself.

What can a charter school charge for?

The same incidental costs a district school charges: uniforms, school trips, some materials, optional after-school programmes, and sports or club fees. Schools must have a way to waive these for families who cannot pay.

Do charter schools provide free school meals?

Charter schools take part in the federal school meal programmes. In this directory, the median school reports 71% of students eligible for free or reduced-price lunch, and many run the Community Eligibility Provision, which makes meals free for every student.

Is transport free?

Often it does not exist at all. Many charter schools run no buses, because they draw students from a wide area rather than a catchment. Budget for the commute before you commit to a place.

Can a charter school ask for a donation?

A school may ask, but it cannot make a donation a condition of admission or of staying enrolled, and it cannot treat students differently based on whether a family gave. If a request feels like a requirement, ask for the policy in writing.
